{"id":9943,"date":"2016-01-09T09:29:21","date_gmt":"2016-01-09T14:29:21","guid":{"rendered":"http:\/\/www.zegabi.com\/articles\/?p=9943"},"modified":"2016-01-09T09:29:21","modified_gmt":"2016-01-09T14:29:21","slug":"uganda-urges-burundi-to-accept-african-union-peacekeepers-as-peace-talks-hit-deadlock","status":"publish","type":"post","link":"http:\/\/www.zegabi.com\/articles\/9943","title":{"rendered":"Uganda Urges Burundi to Accept African Union Peacekeepers as Peace Talks Hit Deadlock"},"content":{"rendered":"<p><a href=\"http:\/\/www.zegabi.com\/articles\/wp-content\/uploads\/2016\/01\/Crispus-Kiyonga.jpg\"><img loading=\"lazy\" class=\" size-medium wp-image-9946 alignleft\" src=\"http:\/\/www.zegabi.com\/articles\/wp-content\/uploads\/2016\/01\/Crispus-Kiyonga-300x185.jpg\" alt=\"Crispus-Kiyonga\" width=\"300\" height=\"185\" srcset=\"http:\/\/www.zegabi.com\/articles\/wp-content\/uploads\/2016\/01\/Crispus-Kiyonga-300x185.jpg 300w, http:\/\/www.zegabi.com\/articles\/wp-content\/uploads\/2016\/01\/Crispus-Kiyonga-220x136.jpg 220w, http:\/\/www.zegabi.com\/articles\/wp-content\/uploads\/2016\/01\/Crispus-Kiyonga.jpg 640w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>Ugandan mediators in the <a href=\"http:\/\/www.zegabi.com\/articles\/9915\">on-going Burundi crisis<\/a> have cautioned President Pierre Nkurunziza\u2019s administration to accept African Union (AU) peacekeeping troops.<\/p>\n<p>Uganda\u2019s Minister of Defense Crispus Kiyonga, who also serves as acting facilitator of the Burundi crisis, said Bujumbura\u2019s threat to attack AU peacekeepers is a mistake.<\/p>\n<p>On Friday, Kiyonga said as a member of the AU, <a href=\"http:\/\/www.africanews.com\/2016\/01\/08\/threats-to-au-forces-a-big-mistake-uganda-warns-burundi\/\">Bujumbura should express its dissatisfaction<\/a> with the decisions of the regional body appropriately.<\/p>\n<p>\u201cTo threaten to shoot at an African force is not right, for an African to say he will shoot at an African force that\u2019s a mistake,\u201d he explained. \u201cWe are all members of the AU and we are bound by its resolutions. If one is not satisfied with AU\u2019s decision, they can challenge it through proper channels, like through the AU summit.\u201d<\/p>\n<p>His statement comes two days after both representatives of <a href=\"http:\/\/aa.com.tr\/en\/politics\/burundi-mediators-mull-options-after-peace-talks-set-back\/502349\">Bujumbura and the opposition failed to attend peace talks<\/a>. The regional talks were scheduled to take place in Arusha, Tanzania.<\/p>\n<p>Despite reports of a collapse of the peace talks organized by the East African Community (EAC), Kiyonga stressed that Bujumbura was committed to the negotiations. He said officials failed to show up due to disagreements over <a href=\"http:\/\/africatimes.com\/2016\/01\/08\/mediator-burundi-peace-talks-must-be-all-inclusive\/\">which members of the opposition should be present for the negotiations<\/a>.<\/p>\n<p>Burundi is still recovering from an ethnic civil war between the Hutu majority and Tutsi minority. About 300,000 people were reportedly killed in the conflict which lasted from 1993 to 2006.<\/p>\n<p>Burundi degenerated into widespread violence in April after President Nkurunziza announced a controversial decision to run for a third term. More than 200,000 people have reportedly fled the country since May following an abortive coup against Nkurunziza.<\/p>\n<p>The AU has pledged to stop the violence, which reportedly <a href=\"http:\/\/www.bbc.com\/news\/business-35267380\">targets unarmed civilians<\/a>, by sending a 5,000 strong peacekeeping force. However, President Nkurunziza has rejected the AU\u2019s proposal in a national radio broadcast. He insisted that the peacekeepers would be treated as any invasive force if they enter Burundi.<\/p>\n<p>\u201cEveryone must respect Burundi\u2019s borders. In case they violate those principles, they will have attacked the country and every Burundian will stand up and fight against them,\u201d he warned. \u201cThe country will have been attacked and it will respond.\u201d<\/p>\n<p>Nkurunziza\u2019s statement has been criticized by the AU and members of the international community who fear an escalation of the situation may degenerate into civil war.<\/p>\n<p>The AU deadline for Bujumbura to accept the peacekeeping troops has passed. However, the continental body is yet to respond. The AU has never deployed peacekeepers without permission from the host government of the country where the forces are being sent to. Although its laws cover such an action, the AU is still mulling its next move.<\/p>\n<p>The issue of Burundi\u2019s crisis is expected to take center stage in an upcoming AU summit.
